The Pandemic Treaty: Global Health Takeover

In the recently launched book The Great Reset(May 2022) authored by one of the Asian Warrior Trio i.e., Navroop Singh has discussed the impact of the Covid-19 pandemic and the likely changes that are being mooted in the global health governing structure at the WHO. The said changes or proposal as being conceptualised by WHO is known as International Treaty on Pandemics. The concept of an International Treaty on Pandemics was first mooted by President of the European Council, Charles Michel at the Paris Peace Forum in November 2020. He is quoted to have said “The number of epidemics has multiplied in recent decades; we knew the world was not immune to a major pandemic. Yet, we were caught off guard. This is a form of failure, and we will have to learn the lessons and draw the conclusions from it.” He goes on to say that the pandemic treaty could help the world prompt a coordinated response as and when the next pandemic breaks out. The call for a global pandemic treaty was endorsed by the G7 countries in a statement at the summit held on 19th February 2021 where British Prime Minister Boris Johnson endorsed the call for having a Pandemic treaty at the level of WHO for an effective and coordinated global response to any pandemics in future. On 25th February 2021, the European Council in a policy decision gave a go-ahead to start the negotiations on the global pandemic treaty with WHO as its head. The momentum toward a global pandemic treaty was further bolstered by a call from British Prime Minister Boris Johnson, French President Emmanuel Macron, German Chancellor Angela Merkel and 21 other world leaders. In a joint op-ed published in the Telegraph, these world leaders spoke about creating a global Pandemic treaty which would be rooted in the constitution of the WHO (World Health Organisation) and amendments to International Health Regulations (IHR) would form the basis of enacting such a treaty.

The WHA special session concluded on 1st December 2021 with a historic decision where the nations states arrived at the consensus of kickstarting a global process to draft and negotiate a convention, agreement and other international instruments under the constitution of the World Health Organisation (WHO) to strengthen pandemic prevention, preparedness and response. The WHA in the special session decided to set up an Intergovernmental negotiation body (INB) which will consult all stakeholders in the process and draw up a draft convention/agreement i.e. Pandemic treaty which would be adopted by WHA later on. The INB was slated to have held its first meeting by 1st March 2022 (to agree on ways of working and timelines) and its second meeting by 1st August 2022 (to discuss progress on a working draft). After public hearings, and feedback from various stakeholders it will deliver a progress report to the 76th World Health Assembly in 2023 and submit its outcome for consideration by the 77th World Health Assembly in 2024. 

All the world leaders including President Biden of the United States have been messaging about the emergence of a New Global Order post-Covid-19. At the 150th Executive Board Meeting of the WHO held virtually between 24th and 29th January 2022, the United States of America stated that it has sent a list of the proposed amendment to IHR (International Health Rules, 2005) with the aid of helping INB (Intergovernmental negotiation body) to formulate the draft terms of the pandemic treaty by way of amendments to IHR and further progress upon the same. The amendments sent to the WHO by the United States had 20 Co-sponsors which includes Australia, Canada, India, Japan, South Korea, UK, United States, European Union, Switzerland, Norway, Jamaica, Columbia, Peru, Albania, Dominican Republic, Uruguay, Costa Rica, Peru etc. The formal announcement of this is posted on the website of the US’s mission to Geneva.

The amendments to IHR provided by the United States and co-sponsored by these 20 countries dated 18th January 2022 speak for themselves as to what is in store for humanity and nation-states going ahead. The proposed amendment to Article 9 of IHR deletes the lines:

The New Global Order Book

“WHO may take into account reports from sources other than notifications or consultations and shall assess these reports according to established epidemiological principles and then communicate information on the event to the State Party in whose territory the event is allegedly occurring. Before taking any action based on such reports, WHO shall consult with and attempt to obtain verification from the State Party in whose territory the event is allegedly occurring in accordance with the procedure set forth in Article 10. To this end, WHO shall make the information received available to the States Parties and only where it is duly justified may WHO maintain the confidentiality of the source. This information will be used in accordance with the procedure set forth in Article 11.”

Further Article 10(4) of IHR be amended as follows:

“4. If the State Party does not accept the offer of collaboration within 48 hours, WHO shall may, when justified by the magnitude of the public health risk, immediately share with other States Parties the information available to it, whilst encouraging the State Party to accept the offer of collaboration by WHO, taking into account the views of the State Party concerned.” (BOLD is addition, strike-through is Deletion).

The cumulative effect of Amendments to Article 9 & Article 10(4) of IHR would take away the power of consent of sovereign states and give extra sovereign authority to the WHO to make declarations/determinations regarding the breakout of an infectious disease in any country without consulting the respective state and determine its response accordingly. Further Amendments in Article 12 of IHR qua the declaration of emergencies suggests as follows:

“…. If the Director-General determines and the State Party are in agreement regarding this determination that the event constitutes a public health emergency of international concern, the Director-General shall, in accordance with the procedure set forth in Article 49, seek the views of the Committee established under Article 48 (hereinafter the “Emergency Committee”) on appropriate temporary recommendations.”

3. If, following the consultation in paragraph 2 above, the Director-General and the State Party in whose territory the event arises do not come to a consensus within 48 hours on whether the event constitutes a public health emergency of international concern, a determination shall be made in accordance with the procedure set forth in Article 49.

The amendments to Article 12(2) & (3) clearly show that the consultation power of nation/states is being diluted and WHO is being further empowered to deal with the outbreak of infectious diseases inside a member state. The writ of WHO decisions will be enforced through an emergency committee headed by the Director-General of WHO and members of affected states under the amended Article 49 of IHR. Similar deletions are also found in Article 13 which expands the scope of these amendments to public health response in a mandatory manner even without the request of the state, though the state will have the opportunity to accept or reject WHO’s assistance within 48 hours with reasons to be substantiated in case of a rejection.

What makes the scope of these amendments even more dystopian is that WHO under a new subsection (4) to be added to Article 18 shall have wide powers to mandate the states to take respective public health measures in controlling the breakout of an infectious disease. The proposed subsection (4) of Article 18 is as follows:

New 4: In implementing health measures pursuant to these Regulations, including Article 43, States Parties shall make reasonable efforts, taking into account relevant international law, to ensure that: 

  1. Contingency plans are in place to ensure that health care worker movement and supply chains are facilitated in a public health emergency of international concern;
  2. Travel restrictions do not unduly prevent the movement of health care workers necessary for public health responses;
  3. Trade restrictions make provision to protect supply chains for the manufacture and transport of essential medical products and supplies; and
  4. The repatriation of travellers is addressed in a timely manner, given evidence-based measures to prevent the spread of diseases.

The above amendment is mandatory in nature with the word ‘shall’ as an obligatory duty cast on the states and talks about travel restrictions and exceptions. Thereby giving wide powers to the WHO to suggest what lockdown, and containment measures need to be taken by states in their respective regions micro-managing the response from the top thus diluting the sovereignty of the states over their subjects. The WHO under the pandemic treaty amendments to IHR will also be able to mandate the public health countermeasures like vaccines, drugs etc upon member states and its population in event of breaking out an infectious disease in any member state. 

The decisions of the WHO in this regard will be implemented through a Compliance Committee which shall be formed by every state under Article 53 of IHR which is part of the new Chapter IV that is being proposed to be added to IHR (2005) through these amendments. The compliance committee shall regularly report to the WHO as to the implementation of the recommendations made by the WHO under these regulations. There shall be regular meetings of the compliance committee who can requisition WHO help in case of deficiency and seek the support of NGOs or members of the public as it may deem fit. This would open the door for philanthropical organisations like the Bill & Melinda Gates Foundation which is one of the top sponsors of WHO and GAVI initiatives for vaccination and immunisation program. 

The book “The Great Reset” (2022, Navroop Singh) has in detail discussed the Medical Industrial Complex and how these philanthropical foundations along with public health authorities are intertwined with big pharmaceutical companies who ostensibly end up funding WHO. The nexus between big pharmaceutical companies and public health authorities guided from outside by the philanthropical foundations in public health measures could mean that WHO could end up dictating public health policies to these nation-states based on the corporate interests of these players. The immunisation and public health countermeasures could become a tool in hands of Big Pharma who would end up dictating the policies to WHO and ultimately to sovereign nation-states. The Great Reset (2022) book has discussed in detail how pharmaceutical companies like Pfizer bullied countries in Latin America on vaccine contracts demanding sovereign immunity and assets as collateral for it.

The Pandemic treaty is also aimed at controlling the misinformation during the outbreak of infectious disease as a public health control measure. This is one of the most critical components of the deal as it seeks to stifle dissent and questioning which is what blew the gaping holes into the narrative of the scientific establishment qua the Origin of Sars-Cov-2. The Great Reset (2022) has extensively documented how the whistleblowers were responsible for unravelling the truth of the coverup mounted by WHO and top scientific establishment in the United States as well as China on the Gain of Function research carried out on the virus. This provision of the prospective treaty is also about silencing the dissenting voices who question the data of Big Pharmaceutical companies and the efficacy of their vaccines, therapeutic drugs etc. With the connivance of Big Tech & Big Media through Trusted News Initiative, Fact Checkers all efforts were made to shut down and cancel the opposing voices resisting the draconian mandates. The Pandemic treaty could very well institutionalise narrative control and flow of information in any future outbreaks.

The WHO miserably failed to tackle the outbreak of the Covid-19 pandemic and ended up toeing the line of the Chinese Communist Party when it came to investigations into the origins of Sars-Cov-2. Thus it would be a travesty if such a compromised organisation with its credibility in tatters ends up getting extra sovereign powers over nation-states establishing a super health governance structure by way of this pandemic treaty. This would not only make sovereign states weaker but also leave their population at the mercy of big pharmaceutical companies and scientific establishments that may end up performing in vivo trials on humanity at large. The WHA is meeting from 22nd May to 28th May 2022 to further discuss the progress on the Pandemic treaty and there hasn’t been a large concerted push back against this global health takeover from any quarter of civil society. While the public is busy coming to terms with the mysterious outbreak of Monkey Pox and the effects of the Russian invasion of Ukraine. The real moves are being made in Geneva where countries could soon sign an agreement of giving up a part of their sovereignty for Global Health Governance by WHO.
